The National Youth Council of Moldova (CNTM), in collaboration with experts and civil society organizations, has developed an alternative report assessing the implementation of the rights of persons with disabilities in the Republic of Moldova. The document provides an in-depth analysis of three key areas:
– Inclusive Education – Although the legal framework guarantees access to education, many schools lack adapted infrastructure, trained staff, and appropriate materials for students with disabilities. This results in exclusion and discrimination, particularly in rural areas.
– Right to Work – Persons with disabilities face multiple barriers to employment, from inaccessible workplaces to discriminatory attitudes from employers. While there are legal incentives and employment quotas in place, they are not effectively enforced.
– Urban Accessibility – Despite clear technical standards in legislation, these are not consistently implemented. Many public buildings and spaces remain inaccessible, and adapted public transport is only partially available.
The report includes concrete recommendations to ensure better enforcement of the law, more effective monitoring, and the genuine involvement of persons with disabilities in decision-making processes.
